Transport businesses with a Standard National or International Operating Licence must hire a qualified person to manage transport operations. RAD FRY offers external Transport Managers with the required CPC in the UK and Ireland.


 

Types of Goods Vehicle Operator Licence?

There are three types of HGV Operator Licences with addition of a Light Goods Vehicle Operator Licences:

  • Restricted Operators Licence – Allows the licence holder to carry their own goods, in connection with their business, within the UK and Europe. The licence holder must not carry goods belonging to another for hire or reward.

  • Standard National Operators Licence – Allows the licence holder to carry their own goods, in connection with their business, or goods belonging to another, for hire or reward, within the UK only.

  • Standard International Operators Licence – Allows the licence holder to carry their own goods, in connection with their business, or goods belonging to another, for hire or reward, within the UK and throughout Europe.

  • Light Goods Vehicle Operator Licences - A Standard International Licence allows you to carry your own goods, and goods for other people for hire or reward, both in Great Britain and on international journeys.

    From 21 May 2022, operators or users of vans or other light goods vehicles over 2.5 tonnes and up to 3.5 tonnes in weight for hire and reward will need to obtain an International Operator's Licence.

Who needs a Goods Vehicle Operator Licence?

Operator's Licence Requirement for Goods Transportation

You need an Operator's Licence for using a vehicle over 3.5 tonnes for carrying goods in connection with a trade or business. This applies whether you carry goods for payment or not. The licence should be under your name as the vehicle user: as a Sole Trader, in a Partnership, or under a Business Name (Limited Company). You're considered the user if you are the vehicle's driver and owner, have it under a hire agreement, or if the driver is your employee or agent.


New changes from May 2022

 

Transportation Rule Updates for Light Goods Vehicle Operators in Europe

Starting May 2022, new transportation rules will be enforced in Europe. Operators of light goods vehicles weighing between 2.5 to 3.5 tonnes in the EU must obtain a goods vehicle operator's license when transporting goods for payment. These regulations also apply to Iceland, Liechtenstein, Norway, and Switzerland. The Department for Infrastructure is currently working on licensing adjustments to comply with the upcoming changes.
